There are two basic penis enlargement surgeries.

This technique is reported to increase the length of a flaccid penis by 1-3 centimeters, less than an inch for most patients. It does not increase the length of the penis when erect. Liposuction

For men with a large tummy, liposuction, a surgical procedure to remove fat below the abdomen, can make their penis look larger. Liposuction can result in a 2cm gain in length in the short-term, but the fat will return to the pubic area if the patient puts on weight again.
